The real question in my opinion isn't if she meant to hit the officer with the vehicle. I think the real question is was the officer justified in feeling his life was in danger enough to pull the trigger.

And to that question, I say yes. She was already breaking laws, already non compliant and she actually hit him with the vehicle.

He also didn't let off any rounds until the vehicle actually made contact with him..
