Ignoring the hyperbolic 'gene' comment, civilisation still requires favourable conditions (natural resources, a lull in impactful natural disasters, a shared culture, etc.). It's what happens when they are met that matters, which does skew in particular ways.

Proof of deception usually comes after the crime, so questioning the gallows before a noose slips over your neck is wise.
