I don’t believe that announcing your participation in an aired anime episode is attention seeking behavior.
On the contrary, it’s an important networking strategy for freelancers who aren’t in Japan or who aren’t available to attend viewing parties to be able to get more work!

For those TLDR people: the numbers are not actually for a full year. It should look something like 1.2 Million yen, or about US$8000 per year.
Yeah, absolutely still too low.
Break down
1.The OP said it was first year. And Japan’s fiscal working year starts in April.
2.Payments are usually done 1.5~2 months after handing in invoice at end of month. Meaning the payments was most probably from June to December.(Tax is based on earnings from Jan to Dec… totally goofy)
https://t.co/S078VHmLKf that would mean the payment slip is for 7 months of work… or less, depending on how long their training period is. And yes, most are unpaid. That depends on the studio.
https://t.co/uEKLSfoSou is from 10 years ago so things have changed. Not for all though, sad to say.
Not saying it is a good or normal pay, but it is better than it looks.
Still, doing in-betweens is a skill that is necessary for animation. Most overseas animators, the younger ones, lack in that aspect and is taking a toll on the industry.
Of course the manpower is appreciated but would be much better for everyone if the fundamentals are properly instilled.
