Suella Braverman (Home Sec 2022-23) drove the Illegal Migration Act and Rwanda plan to curb small boats. Net migration hit records (606k in 2022); small boat arrivals peaked at ~46k that year before falling in 2023.

Shabana Mahmood (Home Sec since Sep 2025) introduced temporary refugee status, a 20-year settlement path, and higher removals (~70k since mid-2024). Net migration fell sharply to 171k in YE Dec 2025. Small boats reached ~41k in 2025 but show declines in early 2026 data.

Both pursued restrictive policies. Net migration dropped more under recent changes; small boat control faced hurdles for both.
