What we saw with the others was incomplete cosmetics while the others who did get a skin (Draco, Max recolor, Squeak) had the complete number of cosmetics or almost complete (Draco and Squeak were later releases.

#BrawlStars Even though I want to toss the +1 brawlers as "just a bug" I do wonder if these could be the January update's skins hence why there wasn't much work on them?

#BrawlStars If I had to be honest, what they did with Bibi was how Starr Patrol season should have been handled in my eyes: All of the magical girls being Hypercharge skins and the villains are Brawl Pass skins.
