Centennial Mills, a long abandoned property on the waterfront in the Pearl District, was set for a major private development.

The property had been overrun for years with homeless camps and fires. James Kasper, a local developer, had an idea to build the “best music club in the Northwest,” on the NW waterfront, which would beautify the area and bring commerce to a formerly dilapidated property. It was Kasper’s life-long dream, ever since he was a kid going to rock shows in Portland, to own an amazing music venue.

Instead, he is walking away and says he will take his investment dollars out of Multnomah County.

Why? During the permitting process with the city, the demands placed upon Kasper’s development made it economically infeasible. They told him he couldn’t get any closer than 50 feet from the river, that he wouldn’t be able to use the first floor of the building, and that he would have to build a significant parking structure.

The City of Portland said that the site would also require environmental, seismic, liquefaction, and flood evaluations, making the project even more costly.

Even when a local Portlander, trying to develop a property, one that he is passionate about, attempts to improve Portland, the bureaucracy cartel blocks him. If Portland wants to “come back,” local leadership needs to take a stand.
