Formative and summative assessments (i.e coursework vs exams) serve different purposes, where properly applied they offer a whole picture of a student's learning journey;formative being developmental and summative being a measure of how much a student learnt overall.

There was clear recognition that to take away the benefit without a safety net was no incentive.

African governments need a two pronged approach
1) collectively sound the bugle on this deplorable practice as an act punishable by severe penalties.
2) educate and provide a sustainable alternative source of income.
