Swat 2008–09: A Tragedy That Must Never Be Repeated

The people of Swat know the true cost of conflict because they lived through it.

• 7,000 civilians killed
• 37 suicide attacks
• 500 militants killed
• 705 security personnel killed
• 414 remote-controlled bomb blasts
• 403 schools destroyed
• 80 barber shops destroyed
• 78 bridges blown up
• 30 Basic Health Units (BHUs) destroyed
• 22 police stations/check posts destroyed
• 100 mobile phone & CD shops destroyed
• Orchards and forests burned
• Nearly 2.5 million Pashtuns displaced from their homes

Mingora's Green Chowk and Nishat Chowk became symbols of terror, where people were reportedly killed in public. These events left deep and lasting scars on the region.

The figures above reflect one account of the conflict's impact; independent reports likewise document widespread civilian deaths, mass displacement, and large-scale destruction of schools and infrastructure during the Swat conflict.

Discriminatory access to identity documents is a serious human rights concern.
We have received multiple complaints from Pashtun applicants—particularly from the NADRA office in Fateh Jang, District Attock—alleging that they are discouraged from processing CNIC-related applications locally and are instead told to travel to their native districts. Some applicants also report being warned that if they proceed locally, their cases may be placed into lengthy verification, causing significant financial hardship and delays.

We are further concerned by reports that online complaints are marked as "resolved" without the complainants being contacted or the underlying issues being addressed. These allegations warrant an impartial investigation. Every citizen of Pakistan deserves equal access to public services, regardless of ethnicity or place of origin.

The arrest of PTM Central Committee member @ZubairShahAgha1 under the draconian 3 MPO law is yet another example of how preventive detention continues to be used to silence peaceful political activism in Pakistan. Laws meant for exceptional circumstances must not become tools to suppress democratic dissent.

We call for the immediate release of Zubair Shah Agha and an end to the misuse of preventive detention against peaceful political voices.

Reports indicate that mobile networks, internet services, and PTCL broadband have been shut down across Bannu, leaving residents cut off from communication and disrupting daily life and businesses. If further security operations are being planned, the protection of civilians must remain the highest priority.

The people of Khyber Pakhtunkhwa have endured years of conflict and displacement. Any security measures must respect human rights, ensure transparency, and avoid imposing further hardship on ordinary civilians.
