बीते दिन वैशाली के दौरे के दौरान हाजीपुर सदर अस्पताल का औचक निरीक्षण किया। निरीक्षण के दौरान मरीजों के रेफरल से जुड़े रिकॉर्ड को देखा। कुछ मामलों में रेफरल के कारण और रिकॉर्ड के रख-रखाव में कमियाँ मिलीं।

मैं एक बात स्पष्ट करना चाहता हूँ कि हमारी रेफरल पॉलिसी का उद्देश्य रेफरल रोकना नहीं, बल्कि अनावश्यक रेफरल को रोकना है।

अगर किसी मरीज का इलाज जिला अस्पताल में ही संभव है, तो उसे बिना जरूरत मेडिकल कॉलेज रेफर करना अनावश्यक रेफरल है। इससे मरीज और उसके परिवार को अतिरिक्त परेशानी होती है। वहीं, जहाँ विशेषज्ञ या बेहतर उपचार की जरूरत है, वहाँ मरीज को समय पर रेफर करना भी उतना ही जरूरी है।

आप सभी डॉक्टर और स्वास्थ्यकर्मी भी इसी समाज का हिस्सा हैं और इसी स्वास्थ्य व्यवस्था से जुड़े हैं। आपके परिवार के लोग भी कभी इसी व्यवस्था में इलाज के लिए आते हैं। इसलिए इस पॉलिसी को सिर्फ सरकारी निर्देश के रूप में नहीं, बल्कि मरीजों के बेहतर इलाज और सुविधा के लिए बनाई गई व्यवस्था के रूप में समझना जरूरी है।

मैं सभी जिलों के सरकारी स्वास्थ्य संस्थानों से कहना चाहता हूँ कि रेफरल पॉलिसी को गंभीरता से लागू करें। इसकी नियमित समीक्षा होगी और अस्पतालों का औचक निरीक्षण भी आगे जारी रहेगा।
