Let it run wide open, no target bid, no targeting, no demographics, optimized targeting on . If you’re at 10k/day the account and campaign has more than enough learning to find conversions.
I’d also run separate campaigns for images, videos, and device specific, channel specific campaigns.

every Performance Max campaign on the account had "Final URL Expansion" enabled
PMax was sending paid clicks to affiliate review sites, competitor landing pages, even a coupon aggregator that didn't sell the product
the brand was paying for traffic going to other people's websites
over 4 years that's roughly £870k in spend that went off-platform before a customer ever touched the brand's site
we turned the setting off in 30 seconds
next 30 days the ROAS went from 3.4x to 6.1x
no other changes
agencies miss this one cause they don't audit settings they didn't toggle themselves
if your PMax is underperforming and your agency hasn't checked Final URL Expansion in the last 90 days, that's the first place i'd look
