We'll be deploying 1.43 to ShoutWiki sites this weekend. Staff will be working all weekend to deal with any unforeseen bugs that crop up.
CreateWiki will not be available immediately after the upgrade, however, we expect the rewrite will be completed during this release cycle.
The temporary global notice will be removed as soon as things have started to settle (based on server load) - apologies for any inconvenience this has caused.
We've completed our file server transition - there will be some slowness on visiting pages for the first time as the servers work hard to generate any thumbnails used on those pages.
This massively reduced our transfer size and also means we're not storing hundreds of gigabytes of unused thumbnails any longer. If you're not seeing a file, please make sure you're not hotlinking it - any problems please contact support@.

Normal service should be resumed. The outage was caused by a full disk on the production server (still the old one, for now, it's a pretty busy time this final year of University stuff...) that was retaining local copies of monthly backups unexpectedly.
