If you can't provide armored vehicles to all the forces in the valley, at least undertake an exercise to replace the existing glass of vehicles with bulletproof glass. Terrorists target the driver first. If the driver is safe, he can somehow move the vehicle away from the ambush site.

This will significantly reduce the advantage of terrorists and give our boys an opportunity to gear up and retaliate, instead of being defenceless targets. The whole exercise won't cost much either, likely even less than 1% of your social justice schemes budget.
