As July 15, 2026 marks the 10th anniversary of the failed coup attempt in #Turkey, Advocates of Silenced Turkey (AST) will host a special livestream event reflecting on the real story of the past decade and examining the lasting impact of Turkey’s post-coup emergency decrees (KHKs) and the widespread social, economic, and human consequences they have produced.
This event will focus on the concept of “social death” and explore how emergency decree measures have affected people from all walks of life, regardless of age, gender, ethnicity, or faith. Drawing on reports, testimonies, infographics, and expert analysis, we will discuss documented human rights abuses, arbitrary detention, prison conditions, torture cases, enforced disappearances, hate speech, and the experiences of some of the groups most affected by the post-coup crackdown, including women, children, Hizmet movement volunteers, Kurds, and other marginalized communities.
This live discussion, on July 8, will feature live guests and video messages from researchers, advocates, and survivors reflecting on a decade of consequences and exploring pathways toward justice, accountability, and healing.
Please note that the event will be conducted in Turkish.

3,650 Days of the KHK Regime
July 15 marks 3,650 days since Turkey's post-coup emergency decrees (KHKs).
And today in #Turkey "civil death" is not a metaphor, but a system of 153 legal provisions that has transformed everyday life into a system of punishment.
Overnight, people lost their jobs. Passports were canceled. Bank accounts were frozen. Names were blacklisted. And the consequences have extended beyond individuals , to families, children, and future generations.
The "civil death" regime established through the state of emergency decree laws (KHKs) is still with us today.
127,292 applications submitted to the State of Emergency Inquiry Commission; 109,332 rejected, 86%, after an average review period of five years.
3,650 Days of the KHK Regime
[since July 15, 2016, the failed coup attempt in #Turkey]
Behind every statistic is a human story.
And every story deserves to be heard.
⚖️ 2,217,572 people investigated on terrorism-related charges.
⚖️ 162,239 public servants dismissed by a single executive decree.
⚖️ 127,292 applications submitted to the State of Emergency Inquiry Commission; 109,332 rejected, 86%, after an average review period of five years.
⚖️ Over 400,000 direct victims and an estimated 1.5 million people affected together with their families.
On yıl geçti.
Artık kaybedilen yılların, parçalanan hayatların ve zedelenen toplumsal vicdanın onarılması gerekiyor.
Çünkü adalet gecikebilir; ama geciktikçe toplumun tamamı yara alır.
Adalet, herkes için.
Hukuk, herkese eşit.
İnsan onuru, her şeyden önce.

The latest article by Dr. Hafza Girdap, AST spokesperson and Assistant Professor of Gender and Identity at @HofstraU, has been published by the Institute for Humanitarian Conflict Resolution (IHCR). The article examines the phenomenon of “social death” experienced by millions of people in #Türkiye, particularly in the aftermath of the failed 2016 coup attempt, as well as the gendered forms of state violence inflicted on women under authoritarian regimes.
Timely in both its subject matter and publication, the article, titled “Gendered Authoritarianism, Social Death, and State Violence in Post-2016 Türkiye,” coincides with the 10th anniversary of the July 15, 2016 coup attempt.
At a time when authoritarian practices are expanding across many parts of the world and increasingly taking gendered forms, the article asks a central question:
What happens when authoritarianism operates not only through prisons and courts, but also through gendered violence that erases individuals from social and political life?
Drawing on the post-2016 Turkish context, @HafzaGrdp explores the intertwined relationships among social death, state violence, and gendered #authoritarianism. In doing so, the article not only sheds light on contemporary mechanisms of repression but also highlights diverse forms of resistance that emerge in response.

JOHAN HEYMANS - Human Rights Lawyer (Yalcinkaya lawyer):
“#Torture is prohibited under multiple international treaties, including the @ECHR_CEDH. Article 3 of the Convention prohibits not only torture but also inhuman and degrading treatment.
Sadly, these are not isolated incidents. The methods described have been reported repeatedly in the Turkish prison system. Despite its clear legal obligations, the Turkish state has failed to prevent torture and to carry out effective investigations.
Under international law, the state has a positive obligation not only to stop torture from occurring but also to thoroughly investigate every allegation and hold those responsible accountable.”

Mr. Faruk Subjected to Mental Torture and Left with Permanent Psychological Damage in Türkiye!
AST report “Systematic Torture and Impunity in Türkiye (2016–2025)” describes the case of Mr. Faruk, whose mental health reportedly collapsed after detention and interrogation.
Despite repeated requests from fellow prisoners for psychiatric care, he allegedly received no timely treatment and was eventually released with permanent psychological damage.
Psychological torture leaves lifelong scars.

A Cancer Patient Woman TORTURED in TÜRKİYE!
According to AST report, “Systematic Torture and Impunity in Türkiye (2016–2025)”, only one week after surgery a woman with cancer was brought before court, fainted during proceedings, was allegedly slapped to regain consciousness, and was then remanded to prison.
Illness should never become punishment.

TORTURE IS NEVER LEGAL! NO MATTER WHAT!
AST’s report, “Systematic Torture and Impunity in Türkiye (2016–2025” once again cautions about the fundamental principle of international law:
No war,
No terrorism,
No state of emergency,
No political crisis,
Nothing justifies torture.
The prohibition of torture is absolute under UNCAT, the ECHR, and the ICCPR.

REVERSE JUSTICE IN TÜRKİYE:
FROM VICTIMS TO SUSPECTS!
According to AST’s report, “Systematic Torture and Impunity in Türkiye (2016–2025”, many torture complaints followed the same pattern:
❌ No effective investigation
❌ Missing evidence
❌ Closed files
❌ No accountability
When victims cannot obtain justice, impunity becomes institutional.

“THE PURPOSE IS TO BREAK PEOPLE!”: PSYCHOLOGICAL TORTURE IN TÜRKİYE
Torture is not only physical. AST’s report, “Systematic Torture and Impunity in Türkiye (2016–2025” documents allegations of prolonged sleep deprivation, stress positions, humiliation, threats against family members, propaganda broadcasts, and solitary confinement, methods intended to break psychological resistance.
These practices are prohibited under international law.

Prosecutor Eşref Aktaş
Accountability begins with investigations.
AST’s report, “Systematic Torture and Impunity in Türkiye (2016–2025)” states that Prosecutor Eşref Aktaş declined to pursue a torture complaint by citing emergency decree immunity provisions, illustrating how legal mechanisms were allegedly used to shield perpetrators rather than investigate abuse.

Oktay Kapsız, former Police Chief
AST’s report, “Systematic Torture and Impunity in Türkiye (2016–2025)” cites Oktay Kapsız as one of the strongest symbols of institutional impunity.
Despite receiving a life sentence in connection with the torture and death of Murat Konuş, the report states that he continued serving in his official position and was later linked to additional allegations.

THE LAW EXISTS ON PAPER, NOT IN PRACTICE in TÜRKİYE!
Türkiye remains bound by the UN Convention Against Torture, the European Convention on Human Rights, and the ICCPR.
Yet AST’s report, “Systematic Torture and Impunity in Türkiye (2016–2025” evidences that emergency decrees weakened access to lawyers, independent medical examinations, and judicial oversight, creating conditions in which torture allegations became difficult to investigate.
