Torrey Pines did it. Public course in San Diego hosted the 2008 U.S. Open with about 42,500 fans a day. No parking near the course. They parked people miles away at Qualcomm and ran hundreds of shuttles. USGA called it a home run and brought it back.
Bethpage Black did it too. Public course on Long Island with bad traffic and limited access. Hosted multiple U.S. Opens, a PGA Championship, and the Ryder Cup with 40-50k fans a day. They used trains, remote park-and-ride, and shuttles. No drive-up. It worked well enough to keep getting the big events.

This is an awesome piece of land in the nation’s capital and it should be in good condition.
