@TheSimCommunity After getting the Failed to launch message, I deleted the resource.cfg file within Mods folder and my game then opened with all CC& Mods intact.
The file auto generates so I did need to delete it again each time before launching but it did work for me.

You are correct, it does lead out to a balcony area, Ive added a photo I took standing on the driveway, u can make out the top of the arch on the doorway. I honestly could not believe I was there tbh.
