A burst water main has caused flooding at a zone substation in the CBD, resulting in power outages across central Melbourne.
For anyone who is querying the primary source of this & even want to verify . I was standing, left of the north stairs, below the grass mound where media were - in the crowd. It’s exactly what I heard & saw from that position. That’s what you’ve always got from my feed in 15yrs
