We are equally disturbed by the impunity that has, for far too long, plagued some District Service Commissions across the country.
Our report, "An Assessment of the Cost and Extent of Corruption in Recruitment by District Service Commissions in Uganda," launched on 20th August 2025, confirms what countless citizens have endured over the years: systemic neglect, opaque hiring processes, and a troubling disregard for fairness, merit, and the rule of law.
The good news is that we are not standing idly by. We are actively strengthening our oversight of DSCβs and championing comprehensive reforms some of which are already underway at the Public Service Commission.
I also want to implore every Ugandan: do not let the failures of a few extinguish your hope. There are many decent, principled people in public service. Officers who serve with honour and dignity and who refuse to be complicit in wrongdoing.
In the interim, I appeal to you all who have experienced unfair treatment to formally lodge your complaints at any of our 16 regional offices across the country. Bring your evidence and give us the opportunity to investigate and act.
The anti-corruption campaigns led by Minister Balaam Barugahara and Minister Justine Nameere have exposed deep systemic failures in the routine oversight mechanisms of local governments. Much of the corruption and mismanagement occurs openly, right under the noses of RDCs or RCCs, their deputies, DISOs, and other security personnel.
