The biggest lesson I have learned in the aviation industry is that, no matter how prepared you think you are (regulations and facility-wise), until actual crisis has occurred, you have not been tested enough.
Because of this and the unpredictable nature of human behaviour, the system has to be reactive a lot of the time.
But, because most of the challenges are recurrent, there is enough information and data to enable proactive solutions to most of the challenges.
For instance, we know that most unruly passenger behaviour happens due to reasons like excessive alcohol consumption at the terminal or aboard aircraft, flight disruptions, etc.
Armed with this info, the relevant directorates must figure out ways to reduce these occurrences, knowing that such behaviour is globally recurring.
Per compliance with regulations and cabin crew instructions, one has to take national culture of orderliness/disorderliness into consideration, training, and retraining for cabin crew, regulatory enforcement by the NCAA, FAAN AVSEC efficiency, and even the willingness of airlines to blacklist unruly passengers, amongst other factors.
Is the NCAA carrying out enough awareness campaigns? Has the agency protected the rights of stakeholders enough for them to trust the system rather than resort to unruly behaviour and self-help?
Are other agencies doing their jobs right to complement what the NCAA CPD is doing? Are passengers going to be better behaved if more information is available to them, or have they shown the propensity to do what they like just because?
If we get our data right, a lot can be dealt with appropriately. This is why, for my department this year, accurate data gathering, storing, and dissemination is the priority. Everything else is a continuum since aviation is a fast-paced ecosystem.
With the right data, the back end can solve front-end problems without bringing the system to a halt.
Accurate data and the willpower to enforce the necessary changes will help a lot.
After that, other stakeholders must do their job. Enhanced passenger education, improved facilities, strict enforcement of regulations, better training, application of tech, etc.
Above all must be the genuine desire by ALL stakeholders for a better industry beyond lip service. This is the foundation of it all; genuine desire.
