SETTING THE STAGE
On 18 June 2026 I attended a CEPS (Centre for European Policy Studies) panel in Brussels titled “Transboundary Water Resources: A Weaponised Global Common.” Given the venue—often described as the heart of Europe—and the event’s overt political character, a critical commentary is warranted. The discussion was one of the most politicised and biased I have seen in recent years. The co-organisation of the event by the local Pakistani Embassy strongly suggests its purpose was to promote an anti-India narrative about the Indus Waters Treaty within European policy circles.
EVENT COMPOSITION AND BIAS
The two-panel event featured no Indian speakers. The panel included several CEPS researchers focused on water and climate in a European context—none with apparent expertise on South Asia or the India–Pakistan dispute—and a group of Pakistani politicians and diplomats who dominated proceedings. The Pakistani delegation included senior, seasoned figures, indicating Islamabad attached political significance to the event. Also present were self-described bloggers from “Indian-occupied Kashmir” and Pakistani media representatives; they participated actively in Q&A sessions. Such participants have a history in Brussels of disrupting debates on South Asia. Moderators did not check their interventions, enabling repeated anti-Indian rhetoric and skewing the discussion.
GOALS OF THE EVENT
The event appeared designed to achieve several objectives:
◽️ Discredit the Indian position on the IWT. Pakistani Senator Musadik Masood Malik, Federal Minister for Climate Change and Environmental Coordination, described dramatic individual hardships caused by flooding and water scarcity and repeatedly identified India as the primary cause of Pakistan’s water problems. Others extended this narrative, accusing India of weaponising water and seeking hegemonic control over access and flow. This framed Pakistan as a victim deserving international attention and intervention.
◽️ Advance Pakistan’s legal narrative. The South Asia Democratic Forum (SADF) summarized Islamabad’s legal concerns: the IWT is central to agriculture, hydropower, and food security; Pakistan warns that altering water flows could have humanitarian consequences; and Islamabad contends unilateral suspension is contrary to international law and that the treaty contains no mechanism allowing a party simply to put it in abeyance (SADF, 16 June 2026). These points deserve consideration, but a balanced analysis must also consider India’s legal and security claims.
◽️ Internationalise a bilateral issue. By reframing the dispute as a multilateral concern, Islamabad seeks to draw foreign actors—especially China and the United States—into what is essentially a bilateral matter, thereby sidelining India’s position. Pakistan already enjoys support in Washington and Beijing; Islamabad’s outreach to European think tanks is aimed at widening that support on European soil. China’s influence in European universities and think tanks—through Belt and Road-related investments—has created environments where pro-Pakistani messaging can find traction.
CONCLUSION
The CEPS event demonstrated a carefully orchestrated effort by Pakistani authorities to shape European discourse on the Indus Waters Treaty. With senior Pakistani officials leading the narrative, an absence of Indian voices, and permissive moderation that allowed partisan interventions, the discussion fell short of the balanced, dispassionate analysis one expects from a major Brussels think tank. European institutions that receive public and foundation funds should facilitate inclusive, evidence-based debate on transboundary water issues - especially when they involve longstanding bilateral treaties and complex security dimensions.
