Our crude oils have largely been tied to forward contracts. That is why Dangote cannot get all his needed crude from Nigeria.
But Atiku's model is about paying the subsidy at the supplier level, i.e Dangote at this point. So the issue of whether he buys his crude here or not do not suffice.
My grouse with this policy is that our borders are porous, we'll be back to era of cross border smuggling of petroleum products.
The price differential will obviously incentivise cross border smuggling.
Can the government pay subsidy directly to Dangote effectively? Strong yes!
Will the fuel reach its end users? That is something I believe the government cannot control.
