Cost-effectiveness is the department’s job. Agreed.
If RFQ asks whether any portion will be subcontracted, you name them. After award, you are usually still required to notify the buyer.
I also agree that sourcing stock from a wholesaler is often just supply-chain, not “subcontracting. but passing the whole job through a silent third party while you sit on the purchase order is the part that gets grey especially if you never disclosed it.
