You missed a couple of steps!
First they partner with the hotel to “Temporarily” house the homeless in exchange for renting out all the rooms at a premium!
After the homeless trash all the rooms the hotel is forced to sell & then California buys it & spends millions of tax dollars on fixing the damage they caused!
