Principal Deputy High Representative and Brčko District Supervisor Louis Crishock welcomed students from the C. S. Lewis Bilingual High School from Slovakia and spoke with them about the importance of democratic values, civic engagement, and active participation in society.
During the visit, students also had the opportunity to learn more about the role of the Office of the High Representative and its work in supporting peace, stability, and institutional development in Bosnia and Herzegovina.

Bosnia and Herzegovina (BiH) risks losing up to EUR 373.9 million allocated to it by the EU under the Growth Plan if urgent action is not taken to fulfil steps in its Reform Agenda and make progress on the EU path. This is on top of the EUR 108 million lost in 2025.
Commissioner @MartaKosEU delivered important messages yesterday during an exchange with members of the European Parliament. You can read her speech below👇.
She recalled that we are living through a profound geopolitical shift that makes enlargement policy a defining question. But she also underlined that we cannot compromise on the high standards on reforms that EU enlargement entails.
Where does this leave BiH? This country remains one of significant unfulfilled potential. The EU has a concrete offer through the Growth Plan that will substantially help transform the country and support strengthened democratic institutions, investment and prosperity.
Recently however, the BiH authorities have not made progress in adopting steps in the Reform Agenda. Steps that would among other things improve digitalisation and reduce queues for administrative services, reform the justice system for better protections of citizens’ rights, and help move towards a greener, cleaner future.
The Reform Agenda is not a set of abstract, technocratic steps - it is a blueprint for a better future.
However, the Growth Plan - including almost EUR 1 billion for BiH in exchange for reforms - is performance based, with clear deadlines. There is a cost to inaction.
Commissioner Kos wrote recently to BiH's authorities and emphasised the risks associated with continued delays. It is now urgent that the BiH authorities act to avoid losing money that has been allocated by the EU to benefit this country's citizens. Time is running out.

Thank you to 🇧🇦 BiH Presidency Chairman Željko Komšić for joining our meeting of 🇪🇺 EU Ambassadors in #BiH today and for the open and candid exchange.
We discussed the current political situation in BiH and across the world, with a focus on the current state of play for the EU path, and the prospects for progress in the coming months.
There are costs to inaction. There is a concrete risk that if Bosnia and Herzegovina does not take swift action on the Reform Agenda of the Growth Plan, there will be cuts in the next months to the country's overall allocation of €976.6 million in EU investments.
The EU and its member states will continue to engage with political actors representing diverse views in BiH to encourage progress on the EU path. The offer of the EU is clear, is based on common values, respect for each other and the strong commitment to work for the overall good. Enlargement is the best geopolitical investment for the EU and it remains the best guarantee of prosperity and stability in BiH.

EU membership remains the best guarantee for long term prosperity and stability in Bosnia and Herzegovina.
The European Union has brought economic growth, security and opportunities across our continent, and this is widely confirmed by economic statistics and citizens’ support in the countries who have joined the EU in the last decades. Our objective is for the same opportunities that exist across the EU to also be available for the citizens of Bosnia and Herzegovina.
The facts about the enormous benefits of the EU – BiH relationship are clear. EU membership is a path for Bosnia and Herzegovina to more functional democratic institutions, stronger rule of law and fight against corruption, better education and healthcare, improved environmental standards, and an improved quality of life. Two thirds of Bosnia and Herzegovina’s trade is with the EU. The EU has moreover been a consistent friend in challenging times, including following floods in 2014 and 2024 and during the Covid-19 pandemic.
The EU and its Member States are the largest investor and provider of financial assistance to Bosnia and Herzegovina. Only since 2020, the EU has mobilised €2.4 billion in investments for the country. Just yesterday, the BiH Council of Ministers approved a €140 million EU grant for the construction of the Mostar bypass.
Now, the EU Growth Plan for the Western Balkans offers huge opportunities for Bosnia and Herzegovina to receive up to €976.5 million in exchange for reforms that will demonstrably improve the quality of life for citizens, such as wider broadband provision, an improved business climate, better education and much more.
It would be a huge loss for the future of BiH citizens if the country did not take the necessary steps to fully benefit from these great opportunities. Citizens in other countries in the region are already benefiting from the Growth Plan.
The door to EU membership for Bosnia and Herzegovina is open. A majority of BiH citizens wish for a future in the EU, and understand this is the best option for the country. It is in the interests of all that BiH makes progress on its path towards the EU.

Reforms in the area of judiciary are fundamental to the EU accession process. Progress in adopting the Law on HJPC and Law on Courts has recently slowed. It is important to step up the pace, as adopting them in line with European standards is essential to reach the next milestone in the EU accession process - the first Intergovernmental Conference to open accession negotiations.
We also spoke about the state of play in implementing the Moneyval Committee's recommendations to strengthen the fight against money laundering. Urgent and decisive action is needed to reduce the risks that BiH might be put on the "greylist" later this year.
Constitutional and Electoral-Law reform to implement European Court of Human Rights rulings remains a priority. We discussed the progress of the Working Group established by the BiH Council of Ministers to address this.
The next few weeks will be decisive in determining whether the BiH authorities wish to use the opportunities available for progress on the EU path. We will continue to urge them to take decisions that will benefit citizens and allow BiH to move forward towards an EU future.

Včera uplynulo 30 rokov od podpisu Daytonskej mierovej dohody, ktorá ukončila vojnu a nastavila rámec, v ktorom Bosna a Hercegovina už tri desaťročia hľadá stabilitu, kompromis a funkčnejší štát. Výročie Daytonu nám pripomína, že nič z toho nie je samozrejmosť. (1/2)
30 years after the end of the war, Bosnia and Herzegovina's citizens live in a peaceful and secure environment, and have demonstrated their resilience, talent and ability to succeed in many areas.
Nonetheless, obstacles remain that prevent the country from achieving its full potential.
Focusing on the EU accession process will help BiH to address those obstacles in a structured and comprehensive manner.
BiH political actors have the power to deliver progress. 30 years since Dayton, we encourage them to strengthen peace, stability and prosperity by swiftly making the steps necessary to launch accession negotiations and move the country forward on the path to EU membership.

EU membership is the best guarantee of stability and prosperity for Bosnia and Herzegovina.
Only few steps remain for BiH to move forward on the EU path:
👉A Law on HJPC and Law on Courts that are in line with EU standards.
👉A Chief Negotiator and team that can lead negotiations and represent the country with one voice.
Regrettably, the BiH 🇧🇦 Council of Ministers was not able today to make progress on fulfilling these steps.
Opinion polls show a majority of BiH citizens across the whole country want an EU future. The EU has stated at the highest level that BiH's place is in the EU.
The missing element is political will. We urge political actors to focus on delivering on the remaining steps.
The window of opportunity to move forward on the EU path must not be missed.
