Yes. And?
No, genuinely: and what? What is the conclusion you are drawing from this? That the land is being misallocated? That the farmers who manage it are making irrational choices? That if we simply told the land to do something else it would comply?
Let us look at the land.
The 80% figure refers to permanent pasture and rough grazing globally. This is not land that has been selfishly hoarded by farmers for cows while perfectly good cropland sits unused and neglected. This is land that is permanent pasture because it cannot be anything else. The soil is too shallow, the rainfall too high, the slope too steep, the temperature too low, the growing season too short, or the drainage too poor for arable agriculture to function.
Britain is a useful example. Roughly 65% of British agricultural land is permanent pasture or rough grazing. The Lake District. The Pennines. Snowdonia. The Brecon Beacons. The Scottish Highlands. The Devon hills. These are not secretly flat, well-drained, arable fields that farmers have inexplicably chosen to cover with sheep rather than market gardens. These are genuinely, structurally, geologically incapable of growing the crops that would satisfy the people saying "why not just grow crops there."
If you removed every cow from this land tomorrow, you would not gain a field of wheat. You would not gain a vegetable garden. You would gain an unmanaged, gradually scrubbing-over field that produces nothing, feeds nobody, and begins after a decade or two to look quite different from the open countryside people come from cities specifically to look at.
The land is not blocking a better option. The cow is the option. In many cases it is the only option. The arithmetic of "calories per hectare" does not change what the land is capable of producing, and performing the arithmetic confidently does not make the hills of Snowdonia flat.
