But the time shown in this footage shows only 26 minutes passed between officers announcing they were going to conduct a search and the conclusion of that search.

Why did he lie about this?

Mulch, pavers, plants, other materials, insurance, overhead, and taxes don’t have an hourly cost. They all need to be factored in to quote a job. Have you ever tried to bid a construction job?
