Fake Passports, Permanent Resident Cards and Handgun Seized in Quebec Investigation

A 40-year-old Montreal man is facing multiple criminal charges after Canadian authorities seized materials allegedly used to produce counterfeit identification documents, as well as a handgun, during an investigation spanning more than a year.

The investigation began in March 2024 when the Canada Border Services Agency (CBSA) seized 250 blank cards resembling Canadian permanent resident cards and 250 holograms similar to those used on the cards at Mirabel International Airport.

The investigation continued, CBSA’s Criminal Investigations Section executed a search warrant at a residence on Montreal’s North Shore.

Investigators seized several forged identity documents containing inaccurate biographical information, along with materials allegedly used in the production of counterfeit documents.

A Glock Model 48 semi-automatic handgun and three magazines were also seized during the search.

The suspect, identified as 40-year-old Montreal resident Ahmad Jawid Toukhi, appeared at the Saint-Jérôme courthouse and is facing several charges under the Customs Act and Criminal Code.

The charges include smuggling prohibited goods into Canada, making false or misleading statements when importing goods under a false identity, possessing identity information for the purpose of creating false documents, and producing fraudulent identification documents.

He is also charged with knowingly importing, selling, offering for sale or making available counterfeit identification documents, including a fraudulent Canadian passport and false Canadian permanent resident cards.

Toukhi also faces a charge alleging he defrauded the Government of Canada by smuggling prohibited goods intended for the production and issuance of fraudulent identification documents.
