WHY DID I EMPTY THIS CREEK MOUTH?

NO MOSQUITOS PLEASE! -Breaching of this sand berm to release this mixture of high tide ocean water and urban runoff is GOOD here. It prevents mosquitos from breeding, flooding, meandering flow, property damage, flooding of the pedestrian tunnel
