It was 8.5 percent max cost based on second lowest silver plan premium.
Approx $28,000 yr so it worked to about $240,000

The extended benefits are needed for the average working couple. People who were making $200,000 combined even qualified, that's where you should cut this off. Make it $150k combined

That 400% subsidy cliff doesn't work.

8.5% of income based on silver plan was reasonable however there were no income limits. This making $200,000 yr received a subsidy.
@cspan@SenSchumer Cap the ACA extension subsidy. The 8.5% max per the silver plan based on income has no max income limits. If you make $200,000 you qualify for that subsidy. Set some limits

Same family of 2 $84,000. $2,300 month. No subsidy.
The no income limit on the extension prior helped but maybe restrict it to under $150,000 yr so there are extra funds
