CANADA — Sikhs For Justice (SFJ) General Counsel Gurpatwant Singh Pannun has issued a video statement calling for the citizen’s arrest of Indian High Commissioner Dinesh Patnaik and announcing a $25,000 reward.

Pannun accused Patnaik of becoming increasingly “unhinged” in his public statements, alleging that the Indian High Commissioner first accused Canadian Security Intelligence Service (CSIS) officials of corruption, then questioned the Royal Canadian Mounted Police (RCMP) and its evidence, and has now turned his accusations against pro-Khalistan Canadian Sikhs.

In his CPAC interview, Patnaik referred to “the filth, the terrorist element, the gun-running, the drug smuggling, the organised crime, extortion.”

Pannun rejected Patnaik’s allegations and accused the Indian High Commissioner of attempting to discredit Canadian security agencies and pro-Khalistan Sikh activists without substantiating his claims.

“Dinesh Patnaik is like a spineless lackey who can only make statements against pro-Khalistan Sikhs in front of Canadian government cameras from a secured location,” Pannun stated.

“I challenge Patnaik to show some courage and face off against pro-Khalistan Sikhs in a public forum.”

PANNUN QUESTIONS PATNAIK’S CLAIMS ABOUT PEACEFUL ADVOCACY

Pointing to reported arrests of SFJ activists in India over pro-Khalistan slogans, Pannun questioned Patnaik’s assertion that peaceful Khalistan advocacy is permitted.

“If peaceful advocacy for Khalistan is permitted, why are Sikh activists being arrested in India for writing Khalistan slogans?” Pannun asked.

Pannun also questioned why CPAC and other Canadian media outlets did not confront Patnaik with these reported arrests when presenting his claims about peaceful political expression.

ALLEGATIONS CONCERNING INDIA’S TRANSNATIONAL OPERATIONS

Pannun further accused senior Indian officials, including Home Minister Amit Shah and National Security Adviser Ajit Doval, of responsibility for the assassination of Shaheed Hardeep Singh Nijjar and ongoing assassination plots targeting pro-Khalistan activists in Canada, America and UK.

In a first, PM Carney, in an interview with The New York Times, acknowledged:

“First off, we think, and there’s some evidence [Modi government’s hand in the assassination of Shaheed Nijjar], and I’ll leave it since I don’t want to delve into specific prosecutions….”

PM Carney concluded by expressing apprehension that India-backed crimes could continue to occur in Canada:

You mentioned India and it’s timely. [Prime Minister Narendra] Modi is coming to Canada. You visited earlier this year. Obviously, this is a really painful topic for many Canadians. It was very recently that your predecessor ruptured that relationship by saying that Modi’s government was behind an assassination on Canadian soil. Do you have reason to believe that this intervention, transnational repression, meddling in Canadian affairs, since you have restarted that relationship, has so radically changed that it no longer poses a threat to Canadians of Indian descent, Sikhs or otherwise?

First off, we think, and there’s some evidence, and I’ll leave it since I don’t want to delve into specific prosecutions, but there’s some evidence of heightened coordination and implications of that heightened coordination for protecting Canadians and protecting others. That’s the first point, and more generally, the security cooperation that’s part of the relationship, which obviously could not take place in a rupture, we think is helpful and good. I’m a believer that, regardless of the relationship, it’s important to have a relationship so you can deliver messages directly, as opposed to preach from afar, and to limited effect. So there’s been progress. The security side has deepened. You asked your question a bit like, almost, can I guarantee that no crime will occur in Canada? I can’t guarantee that no crime will occur in Canada.

“PM Carney’s first public acknowledgment of ‘some evidence’ corroborates and vindicates what Prime Minister Trudeau stated in Parliament on September 18, 2023, that Indian government agents were involved in the assassination of Khalistan Referendum organizer Shaheed Hardeep Singh Nijjar.

Canada later expelled six Indian diplomats and consular officials after the RCMP gathered what Foreign Minister Mélanie Joly described as ‘ample, clear and concrete evidence’ identifying six individuals as persons of interest in the Nijjar case.

SFJ maintains that Indian diplomats Sanjay Kumar Verma, Manish, Kanwaljit and R&AW official Pavan Rai were directly involved in the assassination operation.

Below is the transcript of the September 26 press conference by Indian Police following the arrest of pro-America Sikhs:

Today, under the leadership of Commissioner of Police Harmanbir Singh Gill, the Amritsar Commissionerate Police team investigated an incident that occurred during the intervening night of September 25 and 26 within the A-Division police station area.

Slogans were written at three locations in Amritsar:

Amritsar Railway Station
Bhandari Bridge
Hall Gate

The slogans stated:

“WELCOME AMBASSADOR GOR — BUT PUNJAB IS NOT INDIA.”

“TRUMP–AMERICA — KHALISTAN ZINDABAD.”

“PUNJAB HUL KHALISTAN.”

These slogans were written with the intention of “disrupting peace” and “challenging national integrity.”

Following directions from Commissioner Harmanbir Singh Gill, the CIA team, working under the supervision of Virk, along with Yuvraj and personnel from the local police station, began investigating the incident.

Police said the case was traced within four to five hours.

Two individuals were arrested: Mangal Singh and Arshdeep, aged 26 and 23, respectively. Both are residents of Amritsar.

Police stated that three additional individuals were named in the case, including Harpreet Singh and two others. Gora and Gurpatwant Pannun of Khalistan Referendum 2020 are based in the United States.

Arshdeep had been communicating with Gora and Gurpatwant Pannun through Snapchat, and the incident was planned through those communications.

The local individuals were induced to participate through promises of money, assistance, and help in going abroad, although no money had actually been paid to them.

The local participants had been misled into carrying out the incident, and the sequence of events had been orchestrated by those communicating with them.

Two individuals had been arrested, three additional individuals had been named in the case, and the investigation had identified those involved within four to five hours.
