My mom wears reading glasses as she has problems with her vision, she went to get her eyes checked last year they didn't see any problem and they said her vision is okay. What could be the cause of this cause she cannot see clearly without the reading glasses

My 7years old cousin(dawn syndrome) always has teary eyes and always has one eye open while the other is closed, she hardly opens both eyes especially while talking. Could she be partially blind?
