In that they're both Gundams whose heads were swapped out for GM heads.

So even if they did incorporate Ground GM parts later, they're still Gundams when they were rolled out.

Especialy in the case of Unit 1, which was a Ground Gundam with a GM head, because the head housed the EXAM System and was a carryover from Unit 0, which actually was a Ground GM.
