For the uncultured, this card is a reference to the Japan Triple Crown:
It starts at 2000 ATK -> Satsuki Sho (2000m)
Then it goes to 2400 ATK -> Japan Derby (2400m)
Then it goes to 3000 ATK -> Kikka Sho (3000m)
The act of destroying an opponent’s monster by battle is considered “winning a race”, so after it win Satsuki Sho, it starts preparing for the next race, and so on. And the last stage after winning Kikka Sho, you’re rewarded with 3 cards for getting the Triple Crown!

And you summon this on top of a Beast monster is basically “riding” it (horses are considered Beast for YGO setting I guess since we don’t have Horse as a type in YGO)
