HOMICIDE UPDATE
The Ramsey County Medical Examiner’s Office has identified the victim in yesterday’s homicide on the 1400 block of Case Avenue as Gabriel A. Perez, 44, of Saint Paul.
No arrests have been made. There are no further updates at this time.

In this powerful video, Matt Reilly — retired detective from the St. Louis Park Police Department and loving husband of Officer Felicia Reilly — shares the harrowing story of the 2010 on-duty assault that changed their lives forever.
While responding to a 911 hang-up call, St. Paul Police Officer Felicia Reilly was brutally attacked. Sucker-punched, knocked to the ground, and viciously kicked in the head multiple times, she fought for her life as a black curtain began to descend. Even in that moment, she never stopped protecting others. That assault ended her career but not her courage. For 15 years, Felicia battled the devastating effects of her traumatic brain injury with grace and strength until her passing on March 1, 2025.
She gave 17 years of dedicated service to the St. Paul Police Department and will forever be remembered as a hero, wife, mother, and guardian of her community.

🕊️ National Police Week 2026 | Honoring the Fallen at the National Law Enforcement Officers Memorial Service
This week, as law enforcement officers, families, and supporters gather in Washington, D.C., for National Police Week and the National Peace Officers’ Memorial Service, we pause to remember every hero who made the ultimate sacrifice in the line of duty.
Every name etched on the National Law Enforcement Officers Memorial matters. Every life lost protecting our communities leaves a void that can never be filled. But this year, three fallen officers carry special meaning for the State of Minnesota.
Detention Deputy Richard Erhardt “Rich” Legler

On the early morning of August 9, 1986, 38-year-old Deputy Legler (a U.S. Navy Vietnam veteran with three years on the job) was driving to work at the Anoka County Jail alongside a fellow deputy. On Highway 10 west of Clear Lake, a vehicle pulled alongside and opened fire in a targeted ambush. A rifle round struck Deputy Legler in the left arm behind his uniform patch, piercing his lung. He fought to pull the vehicle over but succumbed to his injuries. The suspect later took his own life. Deputy Legler left behind a wife and family who still feel his absence today.

In March 2010, Officer Reilly responded to a 911 hang-up call at a residence. A suspect attacked her without warning, knocking her to the ground and kicking her repeatedly in the head. The brutal assault caused a severe traumatic brain injury that ended her career and required 15 years of courageous fight. On March 1, 2025, Officer Reilly succumbed to those line-of-duty injuries. She was the first woman in St. Paul Police Department history to die from injuries sustained in the line of duty. Her strength, service, and quiet resilience will never be forgotten.

A proud son of Minnesota and U.S. Air Force veteran who stood watch at the Pentagon on 9/11, Agent Maland dedicated his life to protecting our nation’s borders. On January 20, 2025, while conducting a traffic stop on Interstate 91 near the Canadian border in Vermont, he was shot and killed in the line of duty. At age 44, he was the first Border Patrol agent killed in over a decade. His remains were escorted home to Minnesota and laid to rest at Fort Snelling National Cemetery. Minnesota will forever claim this hero as our own.
These three Minnesota heroes represent the courage, sacrifice, and enduring spirit of law enforcement in our state. We carry their stories with us this week and every day.
To their families, friends, and brother and sister officers: you are not alone. Minnesota FOP stands with you.

With a large number of fans expected to gather downtown for the free pre-game festivities and outdoor watch party starting at 4 p.m., there will be temporary road closures to ensure everyone’s safety.
Closures will impact portions of:
• Shepard Road
• Jackson Street
• Kellogg Boulevard
• 7th Street
• 5th Street
• Eagle Parkway
Closures begin at 12 p.m. and will last until approximately one hour after the game ends.

Saint Paul, we need your help.
Yesterday, at 5:30 p.m., two men were shot downtown. Luckily, their injuries are non-life threatening
Our Non-Fatal Shooting Unit, along with many other Saint Paul Police personnel, are working diligently on the case. We have partnered with the FBI, ATF, and BCA to investigate this incident and utilize all available resources.

No arrests have been made. Anyone with information is encouraged to call 651-266-5650.

The Saint Paul Police Department is making pedestrian safety one of our top priorities this year – so with #DistractedDrivingAwarenessMonth kicking off today, you can expect to see more officers watching to make sure drivers are focused on the road.

UPDATE: STREET & RAMP CLOSURES
Today’s protest at the Minnesota State Capitol is expected to end at 4 p.m. & there will be a large volume of people leaving the Capitol grounds. In the interest of public safety, expect temporary street & ramp closures in these areas:
∙ Wabasha St. from the Capitol grounds to 7th St.
∙ Westbound University Ave. from Robert St.
∙ Southbound Marion St. from the Capitol grounds
∙ Southbound Rice St. from the Capitol grounds
∙ Eastbound I-94 ramp at Marion-Kellogg
∙ Westbound I-94 ramp onto 12th St.
Please be patient & follow all traffic laws.
In anticipation of the planned protests in Saint Paul on Saturday, several streets and exit ramps will be temporarily closed.
Streets and exits highlighted in blue will close at approximately 11:45 a.m. and reopen around 1:30 p.m. Streets highlighted in red are scheduled to remain closed longer.
Note: These times are approximate and may change based upon day-of activity.
HOMICIDE UPDATE: The Ramsey County Medical Examiner's Office has identified the victim of the March 18 homicide on the 1500 block of Edmund Avenue as Quincy Marshall, 17.
The Ramsey County Attorney’s Office has charged Creshawn Depre Pryor, 22, with one count of second-degree murder and one count of second-degree attempted murder.
