၁။ အမျိုးသားညီညွတ်ရေးအစိုးရ၊ လျှပ်စစ်နှင့်စွမ်းအင်ဝန်ကြီးဌာနသည် တော်လှန်ရေးအတွက် အထောက်အပံ့ဖြစ်စေမည့် လျှပ်စစ်နှင့်စွမ်းအင် ကိစ္စရပ်များကို တော်လှန်ရေး လိုအပ်ချက်အလိုက် အချိန်နှင့်တပြေးညီ အကောင်အထည်ဖော် ဆောင်ရွက်လျက်ရှိပါသည်။ ယခုအချိန်တွင် တော်လှန် ရေး အရှိန်မြင့်တက်လာသည်နှင့်အမျှ တိုက်ပွဲကာလ ပြင်းထန်နေပြီး တော်လှန်ရေး အင်အားစုများ က ဘက်ပေါင်းစုံမှ ထိုးစစ်ဆင်လျက်ရှိရာ အကြမ်းဖက်စစ်ကောင်စီက အရပ်သားပြည်သူများကို ရက်ရက်စက်စက် လူမဆန်စွာ လေယာဉ်ဖြင့် ဗုံးကြဲ ပစ်ခတ် သတ်ဖြတ်မှုများ လုပ်ဆောင်ခြင်းကို ဟန့်တားနိုင်ရန် အတွက် အောက်ဖော်ပြပါ အချက်များကို သိရှိ လိုက်နာ ဆောင်ရွက်နိုင်ရန် ထုတ်ပြန်ပါသည်။
(က) အရပ်သားပြည်သူများကို လေယာဉ်ဖြင့် ဗုံးကြဲ ပစ်ခတ်ခဲ့သည့် ပဇီကြီး၊ အနန့်ပါ၊ ထီးချိုင့် စသည့် ဖြစ်စဉ်များတွင် ကလေး၊ လူငယ်၊ လူကြီး၊ အမျိုးသား၊ အမျိုးသမီး၊ ကိုယ်ဝန်ဆောင်များပါမကျန် အစုလိုက် အပြုံလိုက် သတ်ဖြတ်ခံရသည့် ဖြစ်ရပ်မျိုး ထပ်မံ ဖြစ်ပွားခြင်းမှ ကာကွယ်ရန်၊ တော်လှန်ရေး အင်အားစုများနှင့် ပြည်သူများ၏ အသက်အိုးအိမ်စည်းစိမ်တို့က���ု ကာကွယ်နိုင်စေရန် လေယာဉ်ဆီ သယ်ယူ ပို့ဆောင် နေသော သီလဝါ ဆိပ��ကမ်း နှင့် အခြားနယ်စပ်ဂိတ်များမှတဆင့် သယ်ယူ ဖြန့်ဖြူးခြင်းကို မြန်မာတနိုင်ငံလုံး အနှံ့ တားမြစ် ပိတ်ပင်သည့်အတွက် သယ်ယူ ပို့ဆောင်ခြင်း လုံးဝ ခွင့်မပြုရန်၊
(ခ) အဆိုပါ တားမြစ်ကန့်သတ်ထားသော လေယာဉ်ဆီကို သယ်ယူ ပို့ဆောင်ခြင်း ဆောင်ရွက်ပါက အကြမ်းဖက် ဥပဒေ ပုဒ်မ ၅၂ အရ ပြင်းထန်စွာ အရေးယူမည် ဖြစ်သည့်အတွက် အမျိုးသားညီညွတ်ရေးအစိုးရ၏ ညွှန်ကြားချက်ကို သိရှိ လိုက်နာ ပြီး တော်လှန���ရေးအင်အားစုများနှင့် အတူ ပူးပေါင်း ဆောင်ရွက်ရန်၊
(ဂ) သက်ဆိုင်ရာ မြို့နယ်ပြည်သူ့အုပ်ချုပ်ရေးအဖွဲ့များအနေဖြင့်လည်း မိမိတို့ စိုးမိုး နယ်မြေဒေသအသီးသီးရှိ မြို့နယ်များတွင် ဖြတ်သန်းသွားလာသည့် စက်သုံးဆီ ယာဉ်များကို အခွန်ကောက်ခံရန် စစ်ဆေးရာ၌ လေယာဉ်ဆီပါဝင်ခြင်း ရှိ/မရှိကို သေချာစွာ စစ်ဆေး ကြည့်ရှုပြီးမှသာ ခွင့်ပြုရန်နှင့် တွေ့ရှိပါက ဖမ်းဆီး ထိန်းသိမ်း ထားပြီး အပိုဒ် (ခ) ပါ ညွှန်ကြားချက်အရ အရေးယူခြင်း ဆောင်ရွက်ရန်၊
၂။ သို့ဖြစ်ပါ၍ မြန်မာပြည်သူပြည်သားများ မတရားသဖြင့် ဥပဒေမဲ့ အစုလိုက် အပြုံလိုက် သတ်ဖြတ်ခံရခြင်းမှ ကာကွယ် တားဆီးနိုင်ရန်အတွက် အထက်ဖော်ပြပါ ညွှန်ကြားချက်များကို သက်ဆိုင်ရာ အဖွဲ့အစည်းများ အားလုံးက သိရှိ လိုက်နာဆောင်ရွက်သွားကြရန် အကြောင်း ကြားပါသည်။
