@cesarcardenas @RichAzzopardi Well, I wouldn't go that far. African Americans and their Caribbean American cousins have pushed "progressive" policies in NYC. There black communist was elected to the City Council in the late 1940s under a proportional representation pilot.

@cesarcardenas @RichAzzopardi For sure. Puerto Ricans are a major political base. They really paved the way for subsequent waves Spanish-speaking minorities and others post-1950. There'd be no bilingual education or ballots w/o them.
