Limiting the mons/items avail at launch makes it easier for newcomers (like me) to understand, while challenging vet players to rethink strategies.
A lot of the newer pokemon can click a move and OHKO anything on the field, so it’s actually a GOOD thing they’re not in the game. If this is your first venture into competitive, that would be incredibly frustrating to constantly experience and likely make you put the game down. The game is (mostly) balanced.
This all gives the game somewhere to go. Each new pokemon completely reshapes the meta. If everything was available now, there’d be no room for the “evolution” you speak of
One of my favorite things about Pokemon as a competitive game is the sheer amount of options it gives the player in teambuilding, so it may be surprising that I actually think the limited options Champions presents is actually a huge win in many ways
