I strongly believe States have to be strong & have to be helped.
Many a time, we hesitate to state the facts. It cannot be that some States do well while some others remain where they are. We have to give them every handholding to empower them.
You also need a Centre that has the resources to take care of the defence of this country, and that takes care of having policies which will enable exports and manufacturing.
