Only our NPCC could come up with an action plan that requires NOT treating everyone the same.
Then give them a clip of every Labour MP who has said, on the record, there's no such thing as two-tier policing.
@NickDixon Read each forces's anti-racism action plan. Some are vague, others explicitly say which demographic officers should be more lenient towards.
Then look at their reported crime vs arrest and conviction rates.
Then look at the worst cases of "failed justice' in those areas.

This was bad enough, but when you read each forces's action plans, some of them admit which ethnic groups they intend to give preferential treatment to.
