Impact of rent control:
If business cases are no longer valid, nothing new gets build, supply gets reduced, demand increases.

Also:
Apartments to be rent out still go to the most liquid person, so rich people can easily rent few apartments for cheap in different cities. People with need for housing still see cheap prices but never get the apartment.

Check Berlin in the past and how the local government ended this project selling the apartments not to renters but to big corporations below market price. It was a left government at that time.
