If you're truly worried about misuse of the Emergencies Act, support proportional representation.
That way there's no risk of politicians winning majorities with less than 40% of the vote and absusing it as they please.

IF a vote system matches votes to seats, such that x% of votes = x% of seats, then this system captures the will expressed in every vote.
Not matching votes to seats, leads politicians and media to work the horse race.
