Kenya's intergovernmental relations are not handled by one office or one individual.
They are governed through four distinct institutions, each with a clearly defined mandate.
1. The National and County Government Coordinating Summit (The Summit)
This is the highest intergovernmental body.
It is chaired by the President and comprises the President and all 47 Governors.
Its role is to provide overall leadership on intergovernmental relations, strengthen cooperation between the two levels of government and promote national cohesion.
2. The Intergovernmental Budget and Economic Council (IBEC)
IBEC is established under the Public Finance Management Act, 2012.
It is chaired by the DEPUTY PRESIDENT and is the principal forum where the National Government and County Governments consult on public finance and economic matters.
Its responsibilities include: • Coordinating fiscal relations between the two levels of government. • Discussing the equitable sharing of nationally raised revenue. • Reviewing county budget implementation and public financial management.
Coordinating economic and budget policy. • Resolving intergovernmental fiscal issues.
Its membership includes the Cabinet Secretary for the National Treasury, the State Department responsible for Devolution, the Chairperson of the Council of Governors and representatives of county governments, as provided by law.

3. The Intergovernmental Relations Technical Committee (IGRTC)
The IGRTC is the technical implementation arm of the intergovernmental framework.
It supports the Summit by implementing its decisions, facilitating consultation and coordination, resolving disputes and monitoring implementation of intergovernmental agreements.
It is crucial to note that it is the PCS who goes to parliament to answer questions on the relational framework and that is why the PS Parliamentary affairs sits in PCS Hon @MusaliaMudavadi office.
4. The Council of Governors (CoG)
Established under separate legislation, the Council of Governors is the collective voice of Kenya's 47 county governments and works closely with the other intergovernmental institutions in advancing cooperative governance.
Each institution has a specific mandate. Suggesting that one office has taken over another's constitutional or statutory role is simply inaccurate.
