On the night of July 4, 1954, a three-year-old girl named Chere Jo Horton was abducted from the parking lot of a tavern near Lackland AFB while her parents were inside. Her body was found in a nearby gravel pit—raped and murdered. The man charged was Jimmy Shaver, a 34-year-old Air Force sergeant, drill instructor, married father of two, with no prior criminal or violent history.

Witnesses described Shaver as dazed, appearing to be in a trance when he was apprehended. He walked up to the search party and asked where he was and how he got there. His wife reported that he didn’t recognize her when she visited him in jail that evening. Shaver himself stated he remembered putting the girl in his car and driving away, then “blacked out.”

Court records and West’s own testimony reveal:

Shaver had been a patient at the Lackland base hospital undergoing experimental treatment for chronic, debilitating migraine headaches.

West was assigned to conduct the psychiatric evaluation of Shaver. He hypnotized Shaver and injected him with sodium amytal (a “truth serum” barbiturate) and sodium pentothal to induce a hypnotic trance.

Under hypnosis, Shaver confessed to the killing. At trial, he maintained his innocence.

West testified that Shaver had been ridiculed and abused as a child by a little girl, and when he saw Chere Jo, he was mentally transported back to childhood—a voice in his head told him to kill the “abusive girl,” but he thought he was killing that childhood figure, not the real child.

Shaver was executed four years later, insisting until the end that he had no memory of committing the crime.

Missing MKUltra records: The secret files of MKUltra experiments at Lackland AFB were missing records filed under the letter “S”Shaver’s last initial. Suspicion persists that Shaver may have been given LSD without his knowledge as part of West’s experiments.

West’s 1953 proposal: Just one year before Shaver’s crime, West wrote to CIA MKUltra chief Sidney Gottlieb proposing experiments on “basic airmen,” “prisoners in the local stockade,” and psychiatric patients, using LSD and other drugs combined with hypnosis to induce “trance states,” “confusions,” “amnesias,” and other “specific mental disorders” in “unwilling subjects” who would remember nothing afterward.

West’s declared success: By 1955, West reported to the CIA that he had successfully learned to replace true memories with false ones in human subjects without their awareness.
