For the longest time, we believed we were defending the revolution, yet in reality, we were enabling the trash talk against our own movement.

3. Authority to Classify Reports

The General clarified that only the author of a report has the authority to classify it as “confidential” or “top secret.”
In response to the CIC’s question on the Phala Phala report, the General stated that the Minister has no power to classify it as “Top Secret”; only IPID could do so within proper authority.

4. Lifestyle Audits & Oversight

The CIC proposed that lifestyle audits of SAPS leadership be conducted outside internal SAPS structures (e.g., by the SIU) to ensure credibility.

The General confirmed that such a process is already underway.

5. Investigation Equipment & Tender Concerns

Discussion on whether SAPS has in-house capacity to retrieve “view once” and deleted digital messages, or if it relies on private contractors.
