In July 2026, DHS stated that a review found as many as 250,000 noncitizens registered to vote in just four states that had declined to use federal citizenship verification tools: roughly 190,800 in California, 35,100 in New Jersey, 15,900 in Nevada, and 14,500 in Pennsylvania.

States that actually audited their rolls turned up noncitizens too. Iowa confirmed 277 noncitizens registered (35 of whom voted in 2024). Utah found 27 confirmed noncitizens. Michigan identified 15 who appeared to be noncitizens and voted in 2024. Louisiana flagged hundreds of potential noncitizens, with dozens having voted over time. Texas flagged thousands of potential matches for further review. New Jersey acknowledged a software error that improperly registered thousands of noncitizens, with hundreds casting ballots.

These are not theoretical risks in a handful of places. They are real gaps that existing systems have failed to close.

The SAVE America Act does make it harder to vote—but only for people who are already barred by federal law from casting a ballot in our elections. Noncitizens are prohibited from voting in federal elections. That is not a new rule. It has been the law.

What has been missing is consistent, enforceable verification that the people on the rolls and at the polls are actually citizens.

That is the core of the SAVE America Act. It requires: proof of citizenship; a valid ID, and accurate voter rolls maintained by the state.

These are not radical inventions. They are basic safeguards that treat the right to vote as the citizen’s exclusive franchise it is supposed to be. Elections determine who holds power over American citizens—taxation, regulation, national security, the direction of the country. Allowing noncitizens (even a small number) to participate dilutes every citizen’s vote. In a republic, that is not a technicality. It is a foundational problem.

For the vast majority of American citizens who already possess a passport, birth certificate, driver’s license, about 99% of the population, the process is straightforward—comparable to the verification we accept for countless other civic and commercial activities. States can and should implement it efficiently. The alternative process for those who lack standard documents prevents genuine citizens from being shut out while still requiring an affirmative showing of eligibility under penalty of perjury.

If the concern is real administrative difficulty, the solution is better implementation and resources, not abandoning the citizenship requirement. If the concern is that enforcing the law might reduce turnout among certain groups, that is an argument against the law itself, not evidence that the law is unjust.

This is not about suppressing votes. It is about protecting the votes of the people who are supposed to decide the direction of the country. Easy to vote for citizens. Hard to cheat. That standard is not extreme. It is the minimum for a functioning self-governing republic.

Pass the SAVE America Act. Enforce the law we already have. Only American citizens should decide American elections.
