If Spurs had been relegated, pretty much the same thing would've happened. At the moment, rightly or wrongly, fans of other clubs don't like the way Arsenal win (as the caller pointed out). Isn't it that simple?

Agree. When Leeds were caught there was no law covering the crime, so Leeds were fined & a new law was bought in specifically for spying on opponents - but if the EFL thought their treatment of Leeds was lenient, why not specify a future, harsher punishment for the crime?
When the efl made the rule change after bielsa was caught spying, wouldnt it have been sensible to put alongside that what the punishment would be if the crime was committed. That would’ve saved them a lot of trouble. I think it’s important that the punishment fits the crime btw
