What's the betting on this being some pervert putting a hidden camera in the ceiling panel of the women's toilets?

The UK media seem to be quite excited by the discovery two months ago of a camera in a ceiling panel in a Government building in London. The IPaper's pushed this Caroline Wheeler story onto the front page with the whiff of Chinese perfidy. Don't be fooled by the deliberate use of the term "Whitehall", a distinct part of London, here just used to denote the Government a s whole and mark it sound a much more dramatic story.

The real story is that a camera was found in an office building in Victoria that houses, not just the Home Office and the Ministry of Housing, Communities and Local Government, also the Department for Levelling Up, Housing and Communities the Ministry of Justice and the HM Passport Office / Identity and Passport Service. However if we want to push the hint of Chinese involvement then the first two fit a lot better, don't they?

I think though the the killer blow to the idea of espionage is in the article, if you parse it carefully:

"The electronic device had been discovered in a communal area of a shared building used by multiple civil servants, rather than in or near ministerial offices."

"The discovery left staff shocked, fearing that they were being watched or listened to..."

and of course:
"There is no suggestion that Russia or China-linked actors are responsible for the device."

I don't know the full facts, they're still being sat on, however as the security services say that it's not a big state actor, what's the chances it's something a lot more mundane, such as some pervert putting a hidden camera in the ceiling panel of the women's toilets?

⚠️ IMPORTANT CONTEXT:

All of China's leaders, since the 1950s, have stressed the importance of peaceful reunification.

Sunzi summed it up well: the best way to win a war is without fighting.

Beijing is happy with the status quo for now, while waiting for the right time to peacefully reunite.

It is the US-led West pushing for bloodshed.

The Australian Government has the power to reject the US extradition request for Dan Duggan.

The allegations were not considered a crime in South Africa, nor in Dan’s home country of Australia.

The allegations against Dan stem from a short work contract in South Africa 14 years ago. No-one else has been charged, not the other instructors, not the owners or managers of the flight school.

Dan chose Australia as his home, his 6 children are Australian, his wife is an Australian, and yet his government has failed to protect him from scapegoating and overreach.
