The Committee is of the view that the persistent financial burden on patients is severely exacerbated by retail pharmacy malpractices, wherein pharmacies exploit high Maximum Retail Price (MRP) margins, misuse GST refunds through fraudulent billing, and offer arbitrary discounts outside of prescription mandates. Furthermore, the Committee believes that the unregulated, over-the-counter sale of antibiotics driven by these profit motives accelerates the critical threat of Antimicrobial Resistance (AMR). The Committee, therefore, recommends the deployment of strict, multi-sectoral audits targeting retail pharmacy supply chains to cap unjustified trade margins and penalize fake billing practices. Concurrently, the Committee recommends that the Central Drugs Standard Control Organisation (CDSCO) comprehensively enforce the "Red Line" campaign and existing FSSAI and ICMR guidelines to categorically prohibit the sale of antibiotics without a valid prescription, ensuring the rational use of medicines across the country.

The insurance reimbursement of cataract surgery was earlier done by insurance company based on agreed package for each type of surgery. Last year GIPSA, changed the model to procedure charge and the cost of lense . Here the entire scam started, the hospitals has pressured some suppliers to supply lense on MRP, once the bill is raised, they raise credit notes , thus the cost of the lense remain same to the hospital. They use the BIll without CN, which is with MRP of products used to claim insurance. The difference between supply price and MRP is 8-10 times the supply price. This has created 1000 of crores of lose to insurance company . This is driven by some selected suppliers , who are manipulating the GST system, but indirectly creating lose to the insurance company. @narendramodi
