What are the parameters of indecency?

While I believe that appropriate dressing should be encouraged as a reflection of the values and dignity that a civilized country seeks to uphold.
Dress coding should not be an emotional issue and neither should we use vague standards. Can lawyers and law enforcement organs take into account to clarify and interpret to the society what of the Rwandan Penal Code defines and punishes the offense of public indecency. And also, while we enforce the law,
let no one be above the law. Public humiliation is not morally right.
