Which is about the same as Australia, they are only unicameral but have proportional representation and major cities have single councils.
@simongerman600 Auckland Wellington and Brisbane all have one council, whereas Sydney has 33.
This means lots of bad and unpopular developments are approved on their peripheries. The 33 Councils don't plan inter council roadways.
