It is an honour to participate today in the National Seeds Congress in Rwanda, bringing together policymakers, researchers, the private sector, development partners, and farmers around a shared vision: building a resilient, productive, and food-secure agricultural future.

Quality seed is the foundation of every successful harvest. It is where food security begins, where resilience to climate change is strengthened, and where economic transformation takes root. Investing in strong seed systems is an investment in farmers, in national prosperity, and in the well-being of future generations.

As Group Director General of the African Risk Capacity (ARC) Group, I reaffirm our commitment to working with Rwanda and partners across Africa to strengthen climate resilience, protect agricultural investments, and ensure that innovation reaches every farmer.

My sincere congratulations to the National Seed Association and the Government of Rwanda, and all partners for convening this important Congress.
